On August 24, 2026, an X user, @bakhita_esther, shared a post claiming that an affordable housing project in Kilifi County was “almost done.” The post was accompanied by two aerial photographs of a housing estate and the caption: “Kilifi county Affordable housing almost Done, The government slogan is its track record.”
Bakhita Esther is an X user who frequently posts commentary supporting government development projects and President Ruto. At the time the screenshot was captured, the post had attracted about 224,000 views, 182 likes and 83 reposts.
Background
On February 27, 2025, President Ruto presided over the launch of the Tezo Affordable Housing Project in Kilifi County. The project is part of the government’s Affordable Housing Programme, which seeks to increase the supply of affordable and decent housing, particularly for low- and middle-income households.
The project is located along the Kilifi-Malindi Road, and initial plans included: 1,000 housing units: 200 social housing units, 600 affordable housing units, and 200 market-rate units. The development was also expected to include commercial centres, a clubhouse, a basketball court, a kindergarten, playgrounds, green spaces and a secure boundary wall.
At the launch, President Ruto said the government was targeting completion of the project by April 3, 2026.
The State Department for Housing and Urban Development is implementing the project in partnership with the Kilifi County Government. Government officials have also inspected the development since its launch, including a March 2026 inspection by Deputy President Kithure Kindiki.
Verification
A reverse-image search established that photographs do not show the Tezo Affordable Housing Project in Kilifi County. Instead, the photographs show the President Muhammadu Buhari Estate in Abeokuta, Ogun State, Nigeria.

Nigerian media reports published in August 2026 also identified the development as the President Muhammadu Buhari Estate in Abeokuta. The Guardian Nigeria reported on August 15 that the previously stalled project had been transformed into a 108-unit residential community along the Abeokuta-Sagamu Expressway. Vanguard Nigeria also reported the same.
Piga Firimbi also compared the photographs shared in the X post with photographs of the actual Tezo Affordable Housing Project published by The Kenya Times on March 20, 2026. The Tezo photographs show multi-storey apartment blocks under construction, with concrete structures arranged across the site, unlike the low-rise houses with green roofs and individual compounds shown in Bakhita Esther’s post. The significant differences in the building designs and site layout further show that the photographs shared in the X post do not depict the Tezo Affordable Housing Project.
