Has Sakaja Sponsored the Most Bills in Senate as He Claimed?

In the Nairobi Gubernatorial Debate held on July 12, 2022, Senator Johnson Sakaja claimed to be the senator with the most number of bills and motions in the Senate. Piga Firimbi looked into this claim.

“I have brought more bills, more motions, more questions about the county administration of Nairobi than any other Senator,” he said.

Verification

According to Kenya Law: A website containing a list of all bills debated by the Senate and National Assembly, Johnson Sakaja sponsored the Startup Bill 2021 as he claimed in the debate. To sponsor a bill is to bring a proposed law to the legislature for consideration.

Mr Sakaja also co-sponsored two bills; the National Disaster Management Bill alongside Senator Mutula Kilonzo Jr. and the Prompt Payment Bill with Nominated Senator Farhiya Haji.

As chairperson of the Ad Hoc Committee on the COVID-19 Situation in Kenya, Sakaja further sponsored the Pandemic Response and Management Bill to spearhead Kenya’s response to the pandemic. This bill, however, does not count as a solo effort by the senator as it was the committee’s conception. 

The Senator with the most number of bills sponsored in the Senate is Nominated Senator for Kwale County, Dr Agnes Zani with a tally of five sponsored bills since 2017.

Johnson Sakaja’s claim to have sponsored the most number of bills than any senator is FALSE.
