The tweet juxtaposes an image of Nyandarua County Governor Francis Kimemia and that of a vehicle in deep mud on a road.
Verification
A reverse image search finds that the photo is of a road in South Kivu, in the Democratic Republic of Congo. The photo was published with an article on the Jambo RDC Info website on May 15, 2018.
